My friend got screwed by an internet scam, and now he owes money to 2 banks. He can only get a debit card account, how can my friend get a foreign bank account even though he is on chex sys?

It depends where he is located. If he is in chexsystems, and lives in the United States, there is no reason to resort to an overseas account.
There are a multitude of financial institutions that will allow you to open a checking account without a chexsystems report being pulled.
Like I said, it really all depends on location, try using the state-search cited in my source.
Reply:there are banks that do not use chexsystems and others that will help those reported. It depends on where he lives ..he does not need to use a foreign bank
